Ideally, everyone would be able to get car insurance without any problems whatsoever. However, there are many situations you might find yourself in that make it so standard insurance companies won’t offer you coverage.
From car insurance for foreigners to high-risk drivers, getting non-standard coverage can be difficult and expensive. However, all drivers in the U.S. need coverage if they want to drive legally. When you can’t find standard coverage, companies like Hallmark can help.
Hallmark is a small company that operates in seven states to provide affordable insurance to people who struggle to get it elsewhere. So if you’re a driver with an international ID, need SR-22 insurance, or only qualify as high risk, Hallmark might be right for you.
While Hallmark Insurance Company might be your best choice, it’s important to compare prices with as many companies as possible to save money. High-risk insurance is usually more expensive than standard coverage, but you can learn more below.

What is Hallmark auto insurance?
For over 30 years, Hallmark has provided car insurance for people who struggle to find it elsewhere. You can find affordable rates with Hallmark, but it only serves seven states: Texas, Arizona, Arkansas, Nevada, New Mexico, Oklahoma, and Tennessee.
Headquartered in Texas, Hallmark specializes in high-risk insurance and coverage for people who don’t have American driver’s licenses. If Hallmark interests you, be wary of where you go online. It is not affiliated with the Hallmark Speciality Insurance Company.
Instead, Hallmark operates under the parent company, “Hallmark Financial Services.” While insurance through Hallmark isn’t groundbreaking, it is unique that they insure people with international driver’s licenses, foreign passports or IDs, and matriculas IDs.
Not only does Hallmark offer insurance to just about every applicant, but it also offers short-term coverage. Through Hallmark, you have the option to buy either a single month or six months’ worth of coverage.

Hallmark Insurance Plans
As a company specializing in non-standard insurance, many customers buy whatever their state’s minimum insurance requirements demand. In most states, that means a certain amount of liability insurance.
To understand what minimum insurance is in your state, check out the requirements below.
State Minimum Liability Requirement
Texas $30,000 bodily injury liability per person
$60,000 bodily injury liability per accident
$25,000 property damage liability per accident
Arizona $25,000 bodily injury liability per person
$50,000 bodily injury liability per accident
$15,000 property damage liability per accident
Arkansas $25,000 bodily injury liability per person
$50,000 bodily injury liability per accident
$25,000 property damage liability per accident
Nevada $25,000 bodily injury liability per person
$50,000 bodily injury liability per accident
$20,000 property damage liability per accident
New Mexico $25,000 bodily injury liability per person
$50,000 bodily injury liability per accident
$10,000 property damage liability per accident
Oklahoma $25,000 bodily injury liability per person
$50,000 bodily injury liability per accident
$25,000 property damage liability per accident
Tennessee $25,000 bodily injury liability per person
$50,000 bodily injury liability per accident
$15,000 property damage liability per accident
Although Hallmark specializes in providing the cheapest minimum insurance you need, it sells more than that. Hallmark offers the same standard insurance options you would see in most other companies:
- Liability. Liability insurance helps pay for property damage and injuries to people after you cause an accident. It will not help repair your vehicle no matter who is at fault.
- Collision. After an accident, collision insurance will help repair your car, even if you’re at fault. It also helps pay for repairs if you collide with a stationary object.
- Comprehensive. This coverage helps repair your car after damage from events outside of accidents. They include animal contact, fire, theft, vandalism, and weather.
- Uninsured/underinsured motorist. Although most state laws require drivers to carry insurance, not everyone does. This coverage helps pay for repairs and medical expenses if a driver without insurance hits you.
- Medical Payments. Bills get expensive quickly after an accident. Medical payments help pay for those expenses.
The scope of what a Hallmark insurance plan covers varies by state, but an insurance representative will help you determine the best product for you.
Does Hallmark offer additional coverage options?
While most car insurance companies offer add-ons to increase the value of your policy, smaller providers who work with high-risk and other non-standard drivers typically lack them. Unfortunately, Hallmark doesn’t have the most add-ons available, but it does have two solid choices.
The first is rental car reimbursement. If your car is damaged after an accident and it’s stuck at the mechanic’s, Hallmark will pay for your rental car.
You can also purchase towing and labor, a form of roadside assistance that doesn’t usually cover quite as much. Hallmark doesn’t list what towing and labor covers, but it might include:
- Flat tire assistance
- Emergency towing
- Jump starts
If you’re interested in these add-ons, speak with an insurance representative before you sign up. They can tell you exactly what these add-ons include and if they are available in your state.
How much does Hallmark car insurance cost?
Hallmark is not forthcoming about its insurance rates, and you can’t get a quote online. To see exactly how much Hallmark auto insurance will cost, you’ll need to contact a Hallmark representative by phone or email.
However, you can get an idea of how much insurance with Hallmark might cost you by looking at the average price for insurance in the states it operates in.
State Average Annual Minimum Insurance Rates Average Annual Full Coverage Rates
Texas $609 $1,268
Arizona $602 $1,109
Arkansas $450 $1,020
Nevada $813 $1,271
New Mexico $547 $1,043
Oklahoma $492 $1,079
Tennessee $454 $950
Since Hallmark offers insurance to high-risk drivers or people without U.S. licenses, their rates will likely be higher than the state average. However, the company does promise to get your rates as low as possible.
Does Hallmark offer discounts?
Car insurance discounts are another area that high-risk insurance companies usually lack, but Hallmark’s goal is to save you money. That being said, they offer a few discounts, but not as many as larger companies:
- Multi-car. If you have multiple cars in your household, you’ll save money by adding them to one policy instead of many.
- Homeowners. You’ll be eligible for this discount if you have a homeowners insurance policy. Hallmark doesn’t sell home insurance, so you can get it from any company you choose.
- Recurring pay. You can earn this discount by the simple act of signing up for autopay.
- Prior coverage. Details about this discount are slim, but you’ll probably be eligible if you switch from a different company. This is a common discount amongst car insurance providers, and you usually have to have your previous policy for at least six months.
- Bundling. Hallmark offers several business insurance products, renters insurance, and boat insurance. If you buy more than one policy, you’ll get a discount.
- Foreign driver’s license. Drivers with a license from a foreign country may be eligible for a discount.
Not every discount is available in all seven states, but a representative will determine what you are eligible for when you sign up for a policy.
Hallmark Auto Insurance Reviews
Hallmark promises to help people find affordable insurance no matter what their situation is. However, promises on a website only take you so far. The best way to determine if Hallmark is worth trusting your car with is by looking at reviews.
For starters, Hallmark has an impressive A+ from the Better Business Bureau (BBB) and an A- for its financial strength from A.M. Best.
Numerous complaints are listed on the BBB website, many of which have not been resolved. Many complain that it’s difficult to contact insurance agents or that representatives take a long time to return calls. Some customers have waited weeks for Hallmark agents to get their car repaired and eventually paid for repairs out-of-pocket in frustration.
People that Hallmark drivers have hit also complain about the company. Many of these complaints involve how hard it is to get a Hallmark Insurance payment for filed claims. Other drivers state that the company refused to pay the full amount owed.
It’s not all doom and gloom, though. There are some positive customer reviews. Many people had positive experiences with customer service agents, while others appreciated the straightforward sales approach.
Of course, many customers felt relief in getting insurance when they thought they wouldn’t be able to.

Find the Best Auto Insurance for Your Needs
Hallmark might be the best choice for you when you need high-risk or state minimum insurance on a budget. However, the company is plagued with terrible reviews. It might be best to avoid this company unless it’s one of your only options.
If Hallmark Insurance still interests you, you can compare prices with other companies to ensure you get the best price possible. You’ll need to speak with a Hallmark agent if you want to see how much a policy will cost you.
